The Ministry of construction (Minstroi) has prepared a draft regulation for amendments aimed at setting social norms for utility services in the Russian Federation.
According to the amendments, the terms for putting into force the social norms on water supply, gas supply and heating shall be postponed.
The reason is in the small number of counts installed in the households.
According to the Federal service of state statistics (Rosstat) as of 30th of June 2013, the number of counts installed in the households in Russia is 57.5%.
Newly-built buildings allow to install the individual indoor counts while the old ones shall not be accepted by the regulatory norms.
Moreover, the water supply regulatory authorities lack so-called cross-subsidization which would allow setting social hosing utility norms.
